Unlike living brains of living things, the CPU is dead not having program for its action. In the living brain CPU and program are essentially the same being, it and that around it is synchronous actuality. An OS with command excelling or superseding the CPUs functionality, its ability to comply to command of the OS, does not get full compliance synchronous to its comprehension. Neither is 'boss', neither has independent comprehension, i.e. it does not generate competence for its self.
