hard to explain this, and hard for me to find it with google. But i have seen it done on the monday night football ads, where they have still shots and it seems like the camera is moving around the image and parts of the image are cutout and in front of the background.

Hope this helps and you can help me find how to try and do this trick.

I have Avid and Premier to work with if i need to use a video editing software to make it work, im just trying to find out how to do it.

This effect was popularized by the movie theater series "The Matrix". It is definitely a cool effect. CSI uses it fairly often.

I am not sure what it is called. In 2D still imagery, I suspect, it would be hard to emulate.

You could probably use an interesting combo of subject placement, gaussian blur, and depth-of-field to emulate it in a digital image. The best still analogy of the effect is found with Steroscopes and Viewmasters.
