Beta is Ic/Ib, where Ic is the collector current. The emitter current Ie is the sum of the base and collector current, so

Ie = Ib + Ic

Ic = Ie - Ib

Beta = Ic/Ib = (Ie - Ib)/Ib = Ie/Ib - 1

Ie = 12mA, Ib = 0.6mA, so Ie/Ib = 20 and beta = 20 -1 = 19
