First, try to find out the reason why is he beating her daughter. Then get some proof against him like a video. Then show it to the police and he'll be punished.

Try going to their house and breaking his legs with a bat. I would tell him to inform the folks at the er that he "fell down the stairs," and if he says anything to the cops or if he touches that girl again he wont get up the next time he falls down the stairs.

I would seriously reconsider what you "think" is abuse. Social services is usually very good at investigating these allegations, as well as the Police. A kid getting spanked is not abuse, make sure you know what you are on about and you know the facts before you do anything at all.

She needs to speak with her teacher. By law, the teacher must report it. Then, ANYTIME he hurts her, she must call the police. She may be scared but it must be done. When the police see that she is truly being hurt then she will receive the help she needs.
