there is this guy that i really like but him and this girl just broke up after a on and off again relationship of two years. he always flirts with me i think he does anyways and i have liked him for about a year now, i dont know if i should just tell him how i feel or just wait for a month or two.

Just invite him over to watch TV or have dinner.. c if he excepts Ur invitation..
ask him for his phone number.. and c if he will give it tooo u..
U need to get some kind of a response out of him.. if he likes u..
don't let him play u, girl..

don't tell him directly.
invite him out for a drink (if you are old enough) or go dancing or something like that and tell him he needs to start "having some fun"
while you are out, see how he responds to some innocent touching .. touch his shoulder, his hand, his arm ...
if he reciprocates you know he likes you back. if not, he may still like you and just not have picked up on it.
just be careful not to be a "rebound chick" ...
you could do a sort of double date ... bring your girlfriend out and have him bring his guy friend so you "can all just hang out" ... instruct your friend to occupy the other guy so you can focus on him and see what happens.
