This form pertains to a background investigation when one is going to receive a security clearance. Specifically:
The Standard Form (SF) 86, Questionnaire for National Security Positions, is the form that is used by military personnel, government contractors, and government employees to apply for a Security Clearance (CONFIDENTIAL, SECRET, TOP SECRET).

Everybody who is getting a security clearance or has a security clearance gets a background investigation and has an SF86 maintained on them. Even if your husband already has a security clearance, there are periodic background checks and new paperwork to be filled out. IIRC, it's every 15 years for a secret clearance and every five years for a top secret clearance.
As long as your husband has been a good boy, there is nothing to worry about. This is normal.

SF 86 is the older background check form, So that may be the electronic form. Did your husband put his cell phone number on his security clearance application as a point of contact ? Where ever your husband is he has a NCO in charge of him. Thats where he should be asking this question,

if I got a text message on my cell phone, I wouldn't think it had a lot of value. If it said back ground, I would take it to my Sgt. and see what he wanted to do with it. Has your husband applied for a transfer to another unit doing classified or sec. or top sect, /Kripto work? The FBI does all back ground checks for classified positions last I hear, and the Office of Personal Management is a outside of the Gov. unit that helps in back ground work for the Gov. under contract.

Your husband needs to contact his S-1 (Army talk for security office) and find out the status of his EPSQ (Army talk again for background check). He may need to do a simple interview or something was wrong on his paperwork. And yes, investigators do text as a last resort to contact the Soldier.

do not respond! my dad was sent to Iraq but he's home now and when he was over there he told us not to respond to any questions that asked about him. If someone important needs to talk to him they will get a hold of him personally or a higher ranking official will contact him. Don't respond to it.

This is probably someone messing with him because if there is something wrong they would not speak with him directly unless it was to apprehend him for something. otherwise if some paperwork was messed up they would go through his security manager to get it fixed.

It sounds like a spy. I would report the messege to authorities immediately. If you don't know who to report to, try going to the personel left at your husband's unit.
