It means: Should I tell you about people who have done things against God (Allah)? These said people were then punished and condemned, and so they have become inhuman/demonic, worshipping false gods. Such will happen to those who go farther and farther away from God.
So, no, Allah does not literally turn people into apes and swine. People whom He has condemned simply become savage and inhuman.

God's telling that He turned some disobedient people into apes and pigs also is a warning that He can do the same to whoever does denies existence of God in any day and age. It is particularly a warning for those who use foul language for God.
