By love he conquers all. "Amor vincit omnia" is a well-known Latin saying - means "Love conquers all." But putting the 'e' on the end of 'amor' changes the word so that it can not be the subject. It's in ablative case now, so it would translate as 'by (means of) love',

Love conquers all. No 'e' this time. word order does not effect translation - 'Vincit omnia amor' and 'Amor vincit omnia' translate identically.
