It is hard to get an idea of his size, but he looks like either an Old English Sheepdog, aka Bobtail, or a Bearded Collie. The Collie has a tail, the Old English Sheepdog has it's tail cropped.

OES, definitely.
Edited - the fall of fur on the head is completely wrong for a Beardie, and the markings are wrong. ("Where white occurs, it only appears on the foreface as a blaze, on the skull, on the tip of the tail, on the chest, legs and feet and around the neck. The white hair does not grow on the body behind the shoulder nor on the face to surround the eyes." - Beardie standard. The dog in the pic has an all-white face.)

Looks like an Old English Sheepdog to me! Purebred, too. I don't see Bearded Collie in there at all!

No doubt about it - that's one very cute Old English Sheepdog. To those who are saying it's a Bearded Collie - it is too fluffy, and the build is wrong. It's an OES for sure.
