YES, But most states require that you be 18 years old (minimum) and they will require a state issued Photo I.D. or Drivers License as proof of age and I.D. before they will sell it to you.....

The Yankee Government in all its wisdom has declared that any gun using non-fixed ammunition, i.e. cap-and-ball or flintlocks, are not firearms. There is, or at least was, no Federal restriction on purchase or ownership of muzzle-loading guns.

HOWEVER, some states have taken it upon themselves to place restrictions on ownership and purchase of muzzle-loading weapons. You need to check with your state's Attorney General's Office, and request a written opinion.
