The main reason for this is because a sizable part of your sense of taste is related to your sense of smell. If you swirl your wine in the glass, it greatly increases the release of aromas into the air inside the glass. When you take a sip, your nose will also be in the glass - breathing in all those wonderful aromas.
Studies show that a significant contribution to wine aromas can be attributed to the chemicals ß-damascenone, ß-ionone and 2-methoxy-3-isobutylpyrazine along with phenolic compounds, esters and of course alcohol. Its variations in the concentrations of these compounds that give individual wines their characters.
One important point to note is the type of glass you drink your wine from. It should have a large bowl (at least 50cl/ 17oz) and taper slightly towards the top. When drinking wine, you should only fill the glass to about 1 - 1/2 inches from the bottom and leave most of the air space in the glass. Never fill the glass past its widest circumference. This can greatly enhance the wine you are drinking - even cheap wine tastes better.

I've seen this done for brandy so I imagine it's the same for wine. You rotate/slosh the wine to release the aroma of the wine. Remember taste is more than just using the taste buds. The nose enhances taste tremendously. That's why foods taste so bland when you have nasal congestion.

The technical term is checking its "legs". You want to see how the wine runs down the side of the glass,. its for checking its thickness or body. The fuller the body the fuller the flavor.

It is a silly thing people do that makes them look sophisticated and that they actually know something about wine. The truth is that they are alcoholics and that they need a reason to get together to drink but don't want to look like the alcoholics they really are. Everyone drinks for one reason...to get drunk.
