im not saying a unmarked crown vic, but like a durango or unmarked mini-vans, which i have seen in my county....they drive everything....and most of the officers that drive then are wearing tactical uniforms

Unmarked cars are always a confusing matter. If it's at night and you are worried about it being a REAL police car...then continue to drive at the posted ( if not a little below ) speed to a well lit business ( 7-11 store or KwikMart ) then pull over there. f they ask why you didn't stop sooner...tell them because you were afraid of who was stopping you. If you have a cell phone you can always call 911 and they will tell you if the car behind you is really trying to pull you over and is a real cop.

I think you are thinking about two different things. A CVPI (crown vic police interceptor) with tinted windows, spotlight, slicktop, and lights in the grille/dash is an unmarked vehicle. A beat up mini-van driven by an officer in plain clothes is used for undercover purposes. An unmarked does not require a marked unit to show up on a traffic stop except for officer safety purposes. If an officer in an UC vehicle were to want to stop someone, he would call for a marked unit.

I can't answer for the "most" departments portion of the question. I can however answer for one department and that answer is no. A marked unit is not required to show up and most of the time a marked unit will only show up if the cop requests assitance over the radio.

As for your own personal protection. Anytime you are stopped by the police, or the police show up at your door, you can call 911 to verify that the person stopping you, or attempting to get inside your home, is infact an actual cop. Marked cops will be dispatched if you don't feel safe interacting with an unmarked car.

I do not think it is required but if you request it they will send one so you can be sure that it really is a police officer who stopped you.
