.They were disobedient to God, remember ..While Moses was up on the Mountain receiving the ten Commandments, the people began to worship other god's in fact they made a Golden Calf, well. for that act of disobedience, they were made to wander the desert for 40 years until all those who disobeyed had died out and cleansed.

The 12 Spies Moses sent to Check out the Land., were 40 days in Canaan; When they reported back to Moses ,10 of them said we are like Grasshoppers to the Anakin (Giants) Joshua and Caleb said we can take them out; Because of unbelief God said to Moses These People will not enter into My Rest;You will stay in the Desert 40 yrs, every year for each day Spies were in the Land; There is a Rest for the People of God,but unbelief will keep You from having it;---History repeats it self ; In 1967 Temple was Israels, Moshe Dayan gave it up to appease Arabs,So New Temple has been put on hold untill Now; 2007 40 years Build it;

It was God's judgement upon that generation. They showed a lack of faith after they spied out the land and got scared of it's inhabitants, disheartening their fellow countrymen and women, forgetting what God did to Pharaoh and his army at the red sea,..etc.
God made them stay in the desert between Kadesh Barnea and the Torrent Valley of Zered for 38 years(Duet 2: 13, 14) through His cloud he made them stay put in the same place or places for ages (See Exodus 40:36 & Numbers 9:15 - 23, 14:14). He fed them Manna meanwhile. When they tried to get possession of the promised land through their own efforts without God's help they failed miserably (Numbers 14:39 - 44).

When Joshua and Caleb spied out the promised land they said that with God, they were more than able to take it. The other spies said that they couldn't. They said that in their eyes, they were like grasshoppers in the eyes of the inhabitants of the land promised to them by God. They even threatened to stone Joshua and Caleb for insisting that they could take the land. So God had Moses lead them through the desert for 40 years until all of the unbelieving generation had died.

Forty=probation

Deu 8:2 And thou shalt remember all the way which the LORD thy God led thee these forty years in the wilderness, to humble thee, and to prove thee, to know what was in thine heart, whether thou wouldest keep his commandments, or no.

They disobeyed GOD when HE had told them to go into the promised land. They listened to rumors of men and lies of Giants were in the land.

Num 32:11 Surely none of the men that came up out of Egypt, from twenty years old and upward, shall see the land which I sware unto Abraham, unto Isaac, and unto Jacob; because they have not wholly followed me:

Num 32:12 Save Caleb the son of Jephunneh the Kenezite, and Joshua the son of Nun: for they have wholly followed the LORD.

Num 32:13 And the LORD'S anger was kindled against Israel, and he made them wander in the wilderness forty years, until all the generation, that had done evil in the sight of the LORD, was consumed.

but seriously look at the incident with the spies. It indicated that the generation that grew up under Egyptian slavery were not ready to take charge and be independent. The 40 years was needed for a new generation to come of age.

They disobeyed God by not going into the promise land when He told them to. With the exception of two people who were allowed to go into the promise land all the rest of the elders died in the desert.

40 years the length of a generation of men, and GOD had intended, i believe, to cleans the Hebrews of the Generation that had grown up in captivity that they would not remember the sins of idolatry practiced by the Egyptians but would only know the ONE TRUE GOD who led them . .. That would then mean a pure generation who had grown under the tutelage and leadership of THE LORD . ..
