Do you currently live in the French part of Switzerland? Check with your commune, they may well offer something.
Otherwise, Migros Club School is pretty much the cheapest, there's a bunch all around Switzerland, and they all offer French. Staying in the French part is definitely the way to go. Not Geneva--too much English, Lausanne or even a little place like Martigny, not sure there's a Migros club school though.
But no, Switzerland isn't the cheapest place to learn French, I wouldn't say. Trois-Rivières, Quebec maybe.

I don't think ANYTHING in Switzerland can be called cheap.
(but if I were going anywhere to learn French, Switzerland would be it. I loved it there, and the people are SO much warmer than the French. Money wouldn't be my first concern. I almost did it, in fact, after graduating from college.)
Might I recommend Lausanne.
