Depends on the relationship you have with that person initially. The best way though is to just say it sincerely. After that, life goes on the same way comes what may.

when you fall in love you want to talk to let your thoughts and feelings be shared with this special person --- and usually you dont need to tell them they already know ---- have fun

tell them you love them!
think really hard about how they make u feel and specific things that they do to make you feel great bout yourself. for example, if you get butterflies everytime they kiss your forehead, let them know! or if you like talking to them bc you feel like you hav an awesome connection, say it!
dont be shy if you love them. its better to say it than hide it bc they more than likely feel the same way.

just tell them tat u like him... tell him how was ur first impression on them..... dun be scared... its for ur own good... i mean, happiness... somtimes, u got to fight for ur own happines... well, not sometimes, but all the time... n its better to tell him face to face.. not on phone calls or sms.... face to face is better so tta u will know whether he has feelingz for ya too..
