when holding public office i assumed the attire was suit and tie, not military uniform.

As he is an Air force General the chief of the CIA is his newest duty assignment.

No regulation that says the CIA chief has to be a civilian.

Just what is public about the CIA. He is an Air Force 4 Star General. He is wearing the appropriate attire.

It has not been uncommon for years for a military to be assigned to another government department. The CIA is actually common for that and many military officers have served with them as detached duty or as liaison; sometime they were the civilian clothes as work clothes and will wear the military unit for at social or formal function. GEN Cushman a former Commandant of the Marine Corps spent a fairly lengthy time with the CIA on detached duty.

Well he is in the military and he was wearing the appropriate uniform for the function. (he is in an appointed office not elected so there are no legal issues) so what is the problem?
