awww, I have a little brother who is red headed, and freckled and adorable, and never believed it, but now that he's older-19, he's starting to see that we were all right when we told him he was cute, he's such a lady's man now!!
All you can do for your brother at this time is be there for him and let him know that you love him and he's not alone, even if he seems to "blow you off" it really will touch his little 11 year old heart!
Good luck and Merry Christmas!!

have him help you babysit - and make HIM change the diapers.
it also may be more of a friendship thing - does he have friends - are they dating? he may just feel left out because he may be more (or less ) mature than his friends...
stress to him that it is more important to have friends of both sexes now and that there is plenty of time for dating - and all the stuff that goes along with it (like putting someone else's feelings first)
get him involved with a hobby that is social - like 4-H or chess club or photography...
encourage him to go out with friends - movie night or bowling... make sure he has a safe place to bring his friends to for pizza and pop on a friday night... like home - the more his friends are over the more you know who he's hanging out with (and the parents) and the less likely he is to find the wrong friends...

At his age he will likely not really listen to anyone, but you could let him know what good qualities he already possesses, and let him know that when he is trying the least to get a girlfriend, that is when it will just happen.
In the meantime, tell him to just be nice and let the girls get to know who he is by his actions! Girls notice and when he quits trying so hard, it'll happen.

maybe let him know he's eleven, and a girlfriend isn't important right now....

i can't understand why kids place so much importance on a girlfriend at ELEVEN? he needs to be playing with friends, and G.I. Joe figures!
