As a couple of others have said, the 2" Budget Boost (2" spacers on the springs) are a better bet if you're putting 31" tires on your Jeep.
Advantage: Cheap and it'll definitely give you enough space for the 31" tires.
Disadvantage: You can squeeze 32" tires on there, but that's already pushing things unless you're willing to tolerate the tires rubbing on just about every bump. If you ever want to go larger, you'll be pulling off the Budget Boost lift and installing a suspension lift - then again, it's going to take a while to wear out the 31" tires, so you probably won't be looking for more height for a while. It's only worth mentioning because most people want a 33" tire or bigger off-road.
If you have to drive on paved highways a lot more than you drive off-road, the 31" tires are going to be a lot more enjoyable and the BB will work just fine.

First, i would not recommend a body lift over 1.25". If you're lifting on a budget and want 3"s of lift I would recommend a 2" budget boost (polyethylene blocks that are placed on top of the springs, very easy to install, available for >$100) and a 1" body lift. You'll be able to fit 32" tires easily with this method and some 33" tires may also fit. Keep in mind that with any body lift you will have to either raise your radiator fan shroud or install 1" motor mounts. You may also have to install a transfer case shifter bracket depending on your particular Jeep. A quality kit will include all of the necessary brackets. I have a JKS 1.25" body lift and a 4-1/2 inch suspension lift on my '98 Wrangler, the JKS is a very good quality lift and is available on-line for >$125 delivered.
And it'll look great :-)
A 3" body lift places an incredible amount of stress on very long bolts that mount your body to the frame. It is not the strongest, or in some people's opinions, the safest lift method.
A favorite all-around tire for Jeeps is the BFG All-Terrain, and variants such as the ProComp All-Terrain (watch ProComp for their buy there get on free and wheel/tire combo sales). Handles well on and off-road, has good wear characteristics, looks nice and is affordable if you shop around. You might also check on-line, like Craigslist, watch for someone upgrading their Jeep to larger tires, especially someone who bought a brand-new Jeep and is lifting, etc, you can find some awesome deals if you're patient.

I just did this. well something similar.
I got a 2 inch spacer lift and a 1 inch body lift. The body lift--Do a 1 inch body lift only--Otherwise it will look stupid--trust me.
2 inch spacer lift, 1 inch puck lift. I put 33 12.50s on mine and it cut my gas mileage to about 12 mpg not to mention the increased diameter of the tire has greatly affected the "pep" with the engine. It will not get up and "GO" like it used to, the gear ratio is too high for that size of tire.
If you get the bigger tires and you currently have the stock wheels, you will have a bit of rubbing when you turn tight. Get wheels that are offset. You dont want to get anything larger than 33in tires though without the full suspension lift.
Feel free to e-mail me if you have questions about it.
a set of 5 BF Goodrich TA/KOs cost me about $1100. You should get the 5 tires so that your spare does not look silly. After all, its a jeep and you gotta match. Also, if you take your running boards off, it will make it look even higher.

dont go with the body lift-3 inches is WAY to much for that kind of lift. If you cant afford the suspension lift, its not worth it. Remember-i think your forgetting that you will have to change your steering pitman arm(if you want it to work right), your rear track bar, maybe a front one too, and you will start to get driveline vibration without a Slip Yoke eliminator and a CV rear drive shaft. Theres more to lift than just the looks. For tires i would go with some BFG AT-they work great for someone that is going to just go on the street(it sounds like you are)

Body lifts don't raise the center of gravity since in fact they keep it low since the drive train stays in the same location. The body is raised but the majority of the weight stays low. However 3" is to much. the bolt will need to be 3 inches longer if you take it offroading the bolts can become sheared off if the body shifts to far to fast. I don't reccomend a body lift over 1".

i've got had physique-lifted wranglers yet older later ninety's fashions. the only actual themes i've got had grow to be the circulate case 4x4 shifter had to be prolonged because of the fact it began to rub the physique. often times you need to purchase prolonged brakelines, yet back on a greater moderen Jeep like that it quite is quite useful to surrender by potential of a Jeep broker and seek advice from a mechanic. they are frequently greater advantageous than prepared to furnish you some propose, particularly considering that they artwork on them fairly in lots of situations. solid success!

3" body lift looks stupid. Don't need much lift for 31" tires.

Don't listen to all these people, a body lift works just fine. I like suspension better but if thats all you can afford buy it. I have one with 6" suspension and 3" body and it runs just fine. Once you learn that the jeep feels different being higher and not the turn too fast you'll be just fine.
