Two ways to answer this:
(1) All babies are born atheists. They become theists only after they were taught theistic concepts AND chose to believe them. So dead babies are dead atheists. Hell does not exist to them so they will not go there.
(2) And, of course, hell is just an imaginary thing that exists only in the minds of believers anyways.

No, people have to reach the age of accountability to go to Hell. If they haven't and they die, they go to Heaven.

Jesus says "I tell you the truth, unless you change and become like little children, you will never enter the kingdom of heaven." (Matthew 18:3)

This implies that their innocence merits God's favor.

They're too young and innocent to understand what's going. I'm sure God love babies and their innocence. No doubt they're in good hands, just have faith.

no child will ever go to 'hell'. regardless of the religion.

NO OF COURSE NOT JESUS EVEN SAID IT IS BETTER FOR YOU TO TIE A STONE TO YOUR NECK AND JUMP IN THE RIVER AND DROWN THAN TO HARM ONE OF THESE LITTLE ONES......BABIES ARE NOT OLD ENOUGH TO UNDERSTAND THAT GIFT OF GRACE, THEN THEY ARE NOT OLD ENOUGH TO ACCEPT THIS GIFT WITH UNDERSTANDING,...THE ANSWER IS NO.
