To be most effective, It must be used at the first on coming symptom of a cold sore. The tingling/slightly numb sensation, if you can detect an on coming cold even before that sensation, it's best. I've used it every time and the earlier caught the quicker the healing time. It will only end up looking like you have dry slightly chapped lips. If you wait too long, you will have to go through the whole cold sore's cycle. It's not as effective if started late in the cold stages. You would be better off using a prescriptive cold sore med or OTC medicine.

I just had a cold and fever and of course got a outbreak.
I started using NEOSPORIN at first sigh of getting one, I have to stay I didn't think it was going to work and it might not work for everyone, But I am a believer for sure. I am on day three and I apply ever 30 minutes or so and no pain, no swollen I haven't even gotten the blisters yet. (not saying I wont be for right now, having no issues.
:)

Lots of things you can use on cold sores to shorten duration, lessen pain, and even to help stop an outbreak from occurring. Some say Neosporin works, while others say that a dab of honey on the area having prodromal symptoms (pre-outbreak symptoms) have stopped the virus from becoming a full blown herpes outbreak. Really good site below on herpes and holistic testimonies for other conditions.

Yes, it can, but it won't really work very well. Try an OTC med specifically for cold sores (which are a form of Herpes, related to Chicken Pox, by the way). Cold sores are contagious, so be careful when you have a breakout. Ask your druggist for advice on the medicine, but most are pretty similar in strength and effectiveness.

Typically, skin conditions such as eczema have to do with poor dieting. Learn here https://tr.im/UdXHd
Eczema food triggers such as eggs, fish, peanuts, and soy are known to help reduce flare-ups, but this can vary from person to person. These foods may also exacerbate eczema because many people cannot properly digest the proteins, which causes an allergic reaction.

Yes it can. Neosporin is a "Wonder Ointment". Our family uses it for just about everything.
