No you can't donate blood if you got a tattoo within a year.
Heres what the deferred list says...
Wait 12 months after a tattoo if the tattoo was applied in a state that does not regulate tattoo facilities. This requirement is related to concerns about hepatitis. Learn more about hepatitis and blood donation.
Acceptable if the tattoo was applied by a state-regulated entity using sterile needles and ink that is not reused. Only a few states currently regulate tattoo facilities, so most donors with tattoos must wait 12 months after tattoo application before donating blood. You should discuss your particular situation with the health historian at the time of donation.
I know for sure if you got the tattoo in California they will not let you donate. Just check out which states they allow

RE:
Will the Red Cross allow me to donate blood if I have tattoos?
I heard on the radio this morning that the Red Cross is desperate for blood donations and they are looking for type O especially and that's what I am. I would love to donate, but will they allow me to if I have tattoos?
I have three and I have gotten them all within the last year, the most...

It is unlikely. The Red Cross make you wait 12 months after a tattoo if the tattoo was applied in a state that does not regulate tattoo facilities.

You usally can't donate blood right after getting a tattoo. But I am not aware of a country that refuses blood donors with tattoos completely. The most common time frame you will have to wait before donating seems to be six to twelve months. If you got any infection while getting a tattoo, blood banks figure you know after that time frame. All donated blood is tested for infections anyway, also non-profit organizations get a lot of cash for your blood but they don't want to "waste" money testing your blood if they think that there is a good chance of it being infected.

I don't think that they will let you donate yet. I know for certain things (skin cancer, leaving the country, ect.) they make you wait a certain number of years. You may want to call the Red Cross and ask them if you can donate.

I remember hearing somewhere that you can't if you've had a tattoo in the last year, but that may have changed.
