NASCAR wanted a later start for the 500 (as well as a few other races), so West Coast viewers can be able to watch the race without skipping out on church, or oversleeping the start, not to mention a later race start would ensure the most possible viewers.

They can be finished in the evening, and actaully, has held night races (Pepsi 400) since 1998, due to the installation of lights around the track.

The Daytona 500 is the BIG RACE for NASCAR. They want the largest viewership possible, and they moved the timeslot back to a 3:15 PM EST.
This was so that the west coast audience would be able to view it at 12:15 PM PST.

yeah, it because NASCAR and the folks at the TV Networks wanted to end at night. in a couple of years, NASCAR will have the Daytona 500 be turned into a night race. i like to see that.

It is pretty much the superbowl of motorsports so there is a lot of fanfare around it which moves it back and this increases as the mains stream popularity of Nascar grows

The pre-race festivities pushes the starting time of the race back to later in the day.

Too much of a party? Gotta make their $$$$$$. Besides, I appreciate it starting later, 'cos here in Cali, it's not late.
