have you had them checked for a urinary tract infection? cats will often not go in the litterbox when they have a urinary tract infection.
make sure to have a lot of toys get some tunnels some cat trees...some warm blankets to keep warm since basements are usually on the chilly side. go down there a few times a day with a string toy and run around and have them chase you with it....just never leave a string toy unattended with cats.

As other people have mentioned ... let them out of the basement! Cat's love looking out the window, your basement may be different, but most I know don't have windows to speak of.
If you're concerned about damage to furniture, there are ways to prevent that given as answers here or just on a google search.

Firstly it is cruel to keep a cat locked up in a basement! Is there a window with natural light coming through?
Maybe you should let them out of the basement and into the rest of the house then they wont be so bored.

cats are very curious, and they like to inspect new things. But a simple cardboard box in the basement. They like to jump inside, knock it over, and push it around the room. Balls with jingle bells inside them gets cats excited also. You could even hang a long string with feathers tied to the end so that they can swat and jump up at it.

take turns with each ones and let them upstairs. They are living creatures and need variety as anyone does. Cats can flip out if confined too long. Or,you could give three away to a good home and just keep one.
