Actually, your other answerers are wrong.

Hydrogenation is a processed used to make fat solid or semi-solid. Partially hydrogenated fats are partially solid--that is, they are more stable, taste good, and keep on the store shelf longer. Partially hydrogenated fats are transfats because they're not quite liquid, not quite solid.

A (fully) hydrogenated oil has been through a hydrogenation that has turned it completely solid. In other words, hydrogenated oil is a saturated fat. Of course, saturated fat is bad for you, so you will want to avoid it as much as possible.
