There are actually several online agencies that place K9's after retirement.
However, the adopting family has to pass a strict background check that includes interviewing neighbors, inspecting the yard and home; interviewing the veterinarian and viewing care records for previous pets.
Because they are specially trained, the new owner has to have prior experience with large dogs and experience with a "Shutzhund" or working dog is a plus. These are retired heroes, and they deserve the very best care.
The Federal Government is finally retiring their military K-9's to adoptive families (they were formerly euthanized), and if you are interested, this is their website:

Just remember that these are animals that are specially trained, and they will "revert to training" in a crisis situation.

In order to be effective, police dogs must develop a strong bond with their handler. The handler would also develop a strong bond with the dog. For this reason, they are allowed to remain with the handler as a family pet.
It is not likely the department would allow adoption, the dogs are trained to be aggressive. I doubt they department would take the chance with adoption.

Most K9's are bought by their departments and placed with their handlers. At the time of the K9's retirement, the department sells the dog to the handler for $1.00. The K9 then becomes a pet.

Our officers buy the dogs after they retire for $1.00. Yes I'm serious, one dollar. Since the city technically cant give away city property, it is sold to the handler.
