Reminds me of the Family Guy episode where Peter started his own station called PTV. Remember the Side Boob Hour?
Anyway, worked okay, until the FCC shut him down.

If you are in the U.K. you will need:

Many years experience in the television industry.
A broadcasters licence from the Government.
Around £40-50 million.
A TV studio.
Staff.
Lawyers.
Programmes.

Get all that sorted and away you go!
