Does a Chicago Homocide Detective have the authority to lead a S.W.A.T. team during an arrest. Would you need special training or could you be a detective and a S.W.A.T. team member.

I can't speak for Chicago, but our department has detectives that are also part of the SRT team (same as SWAT). They certainly can lead a Special Response Team during an arrest. Both detectives and special response team members have specialized training.

As for your other question, generally FBI does not respond to local crimes unless contacted by the local law enforcement agency. FBI in general will investigate federal crimes, not state crimes. The FBI will respond to bank robberies and investigate them along side the local police due to banks being FDIC insured. They will also assist as requested for cases of kidnapping, crimes that cross state lines, terror threats and many others.
