A horse under the height of 14.2 hands (4 inches to a hand = 58 inches tall) is a pony.

A foal is a horse or pony under the age of 1 year old.

A Shetland/Fallabella, etc is a specific breed of pony. They each have many defining characteristics including their small size - eg specific colours, strength of bone, etc.

A horse smaller than 14.2 hands high is a pony.
14.2 hands is 4 foot 10 inches to the withers.

The "withers" is about the bottom of the mane, or the highest point on the shoulder when the horse is grazing.

em i cant believe out of all the answers no has given a full answer at all. of course a pony is a "small horse" but if you get more specific a pony is only up to 14.2hh and over this you have a cob which is between 14.2hh and 15hh or so. this is really the small horse...a cob.

Horses and ponies are similar but different.Icelandic Horses are small but they are called horses not ponies.

The Falabella horse was originally developed in Argentina from local horses of Criollo stock, beginning in 1868 with the breeding program of Patrick Newell.

When Newell died, the herd and breeding methods were passed to Newell's son-in-law, Juan Falabella. Juan added additional bloodlines, including the Welsh Pony, Shetland pony, and small Thoroughbreds. With considerable inbreeding, he was able to gain consistently small size within the herd.

an adult small horse is called a pony. there are different breeds of ponies tho, shetland is one of them, and let me warn you they are mean little devils! lol. a newborn horse is called a foal. a colt is a boy and a filly is a girl!
