When I filed I-130 for my husband I was a green card holder. The petition was approved and forwarded to the embassy. 4 months later we are still waiting for a visa. I have recently become a US citizen. Should I now file for a K3 visa or notify embassy I am a citizen to speed up processing?

Did you complete paperwork with National Visa Center? If so, then your husband should be getting final interview date by now. You should establish where your case is.

Did US CIS upgrade your petition category? if so, then the process is that they will forward the file to National Visa Center. National Visa Center will then send a fee bill. You will pay the fees and then National Visa Center will ask you to send affidavit of support and ask your husband to complete DS Form 230 Part 1. Only upon completion of this process, the file will be forwarded to the US Consulate in your husband's country. Then it typically takes 2-4 months.

Both National Visa Center and US Cons respond very quickly and promptly.

You have to make a request to US CIS in writing to change your petiton category first. Then you can call NVC or US Con to get info on the phone about processing time or processing stage.

A second preference petition for the spouse of a lawful permanent resident automatically converts to an immediate relative petition if the petitioner becomes a U.S. citizen. But a bell doesn't go off at the visa office everytime a petitioner becomes a U.S. citizen.

You and your husband need to communicate with the embassy's visa office to tell them the good news. I doubt that filing a K-3 petition would speed things up.

If your husband had any children listed on his I-130, derivative second preference status for the beneficiary's child(ren) does not convert, since there is no derivative status for immediate relative petitions.

The petitioner must file a separate petition for the child, if the child meets the definition of "child" as defined in 9 FAM 40.1 N2. The priority remains the same.

Isn't a K3 visa a fiancé/fianceé visa?

I don't think anything will really speed up the process. Waiting for visa's can take time,anywhere from 6 months to 12 months.
Just hang in there. If you don't get any updates in a few weeks,contact your immigration lawyer or the embassy to get an update of your case.

Your husband is now in the Immediate Relative (IR) category instead of the F2A - which in short means the waiting time for your husband visas reduces significantly and there are other important things to this change.

You should contact the United States Citizenship and Immigration Services (USCIS) and update them on your change of circumstances, have your case number at hand.
