yes and no, depends on situation
there are a few guidelines
1) can't obstruct your view, so you can have a few around the edges, but not big ones around the edges or millions of little ones everywhere
2) the lights cant be:
yellow, green, blue or red. This is because it could distract drivers making them think there is some form of emergency vehicle ahead (or behind if it is in your windscreen
so long as you dont do either of these then you should be good. why not put them on your dash board, or above the side windows. same effect but safer and no chance at all of getting nicked

in the us it is not illegal to have fairy lights on car interior windscreens as long as you are using them for reading or driving. in the uk it probably is

It's illegal to have any light on in a vehicle that interferes with a driver's vision or disrupts his/her attention.

I have a very small Christmas tree on my dashboard which lights up but it does not obscure my vision in any way i think fairy lights would distract your concentration

IF IT CAN BE SAID THAT THEY DISTRACT YOU AS THE DRIVER OR ANY OTHER DRIVER THEN THEY CAN BE SAID TO BE ILLEGAL,but normally at xmas all the truck drivers etc used to put little xmas trees and a few lights up in the cab,so long as it did,nt interfere with sight or control.The uk police will give a little at xmas.

Possibly, i believe the rules are against any lights that dont really have a point, or are against the regulations for the car
thats why neon lights are illegal
