Maybe add some more detail to your question...
What's your budget?
How big are we talking about? - 1-5lbs that fits in your hand or on a desk or bigger?
From scratch do you mean you can't use ANY kits or manufactured parts?
Completely autonmous or remote controlled?
Can you use off the shelf controllers and remotes or do you have to build the circuit boards yourself?

There is a kit called VEX which is like Robotic Eractor sets. with gears, motors, wheels, and I think controller units. -- http://www.vexlabs.com/

Lego puts out a series called "MindStorm" which like Vex, has sensors, motors, controllers, etc. It may look like a kids toy, but MindStorm is a well respected and used by many High Schools and colleges to teach basic robotics. http://mindstorms.lego.com/eng/products/ris/index.asp

OTHER then that.. I don't know of any resources. the FIRST Robotic competition site might have some resources.

Seriously, building a large robot can cost thousands. See if you can get some local engineering firms in your home town to sponsor you by giving you money or access to design software. Also check with local metal fabricators to see if they will loan you scrap alluminum and/or a CRC machine.

first i'll talk to other people who doesn't understand "from scratch" as "from zero"......
then, to start build your robot you have to create a database of the functions it will do it....try to combine these function with each others....for example what if your robot have an IR sensors to see or at least guess the object front of him.....you can add microphones to it to talk to...and make specific functions with specific words....give it some small motors to be more incredible....but in first of this you must use your imagination to do so.....i hope this will help you so much.....good luck
