No. You child will have to go, however your husband can sign an affidavit. See http://travel.state.gov/passport/get/minors/minors_834.html

Are you thinking of doing a runner or just asking for a truthfull answer. If it's the truth, he'd have to sign an affidavit giving his permission.

He will have to sign but he can sign in front of a notary giving his permission. You will also need her birth certificate.

yes that is what I had to do earlier this year when my baby was 6 weeks old...
