Does your state have emissins testing. If it does then you need the cat converter. If not just run a straight pipe and the vehicle will run fine.

Legally you must have the converter on the vehicle, You and the person or shop which removed it can be fined regardless of whether you have EPA testing or not.
However it is not likely to happen that your car would ever be inspected for this condition unless they bring back the emission testing.

No it doesn't need a catalytic converter to run. And in NYC, there are a whole lot of GMs running around with empty converters and passing emissions.

Technically, no, you dont need it. Legally, yes, you do need it and if you are caught without one, the fines are quite high. I fyou need a new one, get one from autozone. You can get a universal cat, to fit your car for about $80.

Your car doesn't need it, but your state may want it.
