Can I use those forms to complete the state tax for the same year?

Assuming yours is a state which is based on the federal amounts (not all do for all categories of income and deductions) the answer is yes. Your state will still probably want copies of W2s if state tax was withheld.

Edited to add: that is a good point above. My answer assumed you will be using the amounts on the federal form to fill in your state forms.

If I understand your question, the answer is no, you have to submit forms provided by the state.
