These two pretty much despise me .They don't ever speak to me and one doesn't even acknowledge me when we are in the same room.We work different shifts,(thank God).But there is another girl there on their shift that will be getting a gift.I can't spend much this year ,so I am making jewelry for them.So,Is it tacky to not give those two anything?

Not in the least. It always amazes me how the good guys, you and myself included (0: always consider the feelings of those who are rude and unfriendly and have no such consideration themselves. Never worry about rude poeple; they have their own agendas and a thick skin so no worries. Just give the gifts to your FRIENDS and IGNORE your enemies!.

Yeah, it'd be tacky to omit the two nasty gals. You could compromise by giving each of them a card. The folks who get a gift from you will appreciate your thoughts; the ones who are unpleasant won't be able to gripe around the water cooler if you give 'em a card.
You said "all the girls ... except two." That's why I think it would be tacky to leave the two out. So just a token gift would make YOU look less like you're playing favorites. And little things like this get noticed in the office. Maybe an inexpensive stocking stuffer, like a Christmas ornament, might work for you.
Christmas is important at work. Some people wear Santa hats, others get one more reason to gossip. Try to give the nasty babes nothing to gossip about. Merry Christmas!!

Are there only 3 girls in consideration? If so, I think you find a quiet, private place and give her the gift alone. If there are 10 girls and you leave 2 out, I think that is different. You are not really giving gifts to the people at work, you are giving a gift to a particular friend at work. Right?

Yeah, it's a bit tacky to not give everyone a gift and it would only serve to deepen the divide between you and the two girls.
Make the extra two pieces of jewelry and give it to them as a peace offering. If they don't respond with an appropriate thank you and nicer demeanor - then feel free to write them off next year.
Handmade jewelry sounds nice - have a very happy holiday!

I would opt for cards with a candy sized stocking full of Hershey's kisses - something inexpensive for everyone. This way, the people that do like you know you appreciate them, while the ones that don't may realize they are being silly. Don't think of it as kissing up. It's good to be mature and kill meaness with kindness. It shows just the type of person you are. Everyone wins, and you still met your goal of not overspending!

If you give the gifts in the office, it is rude. Wait until you are in the parking lot to give the gift to those the two you don't like work with or invite them out to lunch to exchange gifts. If money is tight and you don't have money to eat out, meet after work at your place or something to give them their gifts.

I think it would tacky for you to make it obvious when you pass them out. If you are discrete it is not tacky. I bought gifts for a select few at my job and just left them in the chair at their desk before everyone came in.

I only give gifts to my friends, not just because I think I have to. I doubt that they will get you anything. If it's a mutual dislike, then don't care what these two girls think.

No! might of fact in your case it would be the best thing to you.
Jesus said you shall love your enemies and your reward will be in heaven. What good is it for you to hate your enemy because your enemy hate you. Even the worldly people do that. You follow your heart and do what's right. God bless!
