A splinter party refers to a third party candidate who fails to achieve the nomination from their party (usually Dems or Reps) so they run as a third party candidate instead, thus splintering off from the main party.

If Ron Paul does not get the Republican nomination, and runs instead as a 3rd party candidate, his party would be considered a splinter 3rd party

A splinter party has policies which are similar to those of some other party, but with some difference which caused the people to split off from the original.
