I have been in the US legally for a year. After that I filed a form to change my status and the process took too long to be completed.When I returned to my country and reapply for a different visa it was denied and my tourist visa cancelled.The question is... can I reapply for a visa later on? how soon? need a clue about it...

Certainly you can apply. Will you be approved is obviously a different question. You didn't say what your original status was when you were in the US for a year. Or what it was you were trying to adjust to. If you came in as a tourist, stayed a year and then tried to adjust status to something else, it's probably reasonable to conclude that your intention at this time is not to visit Disneyworld, which is why your tourist visa was cancelled. By the way, even if they hadn't done that, chances are that the immigration people at the airport would have taken the same action and sent you home on the next plane, if you had tried to use it.

However, if you haven't managed to acquire any visa ineligibilities as a result of your effort, and there's nothing to indicate that you have, then you're free to apply for any visa you qualify for whenever you like. Might be a while before a consular officer is willing to believe you are a tourist again though.

Is it possible that the visitor visa was cancelled because you stayed longer than authorized? Section 222(g)(2) may have figured into the decision to cancel your visa.

To which classification did you seek the change? Did you engage in any of the activities associated with that new classification, e.g., work, or attend school?

Did you ever receive an answer to your application to change status, even after you departed? It won't make much difference if it was approved because you abandoned it by your departure.

However, if it was denied, you would have accumulated unlawful presence as a result if you were still in the U.S.

It doesn't appear that you have as many favorable factors in your case as you do unfavorable ones.
