For that budget, I would go with a NEF Handi-Rifle. They are good, solid, accurate rifles that won't break the bank, but still offer years of dependable service. And since they come in an array of calibers, there is something for everybody.

The Marlin model 60, & 795, and the Mossberg Plinkster are pretty decent 22LR caliber rifles for the money. The price ranges from $150 to about $250 for these rifles. Sporting good stores usually sell these, and maybe Walmart too.
You can also get old World War II rifles for cheap at the sporting goods store they go for around $75 to $150, a lot of people buy these and they still shoot well. Some of more popular ones are the Mosin Nagant, Lee Enfield, & Mauser.

I believe SIR is in Winnipeg, for 300 dollars you won't get much, if your looking for a centre fire look @ a Savage 30-06
Or you'll easily get a 22lr for that cost.

All the info given previous to me is good. Go for used. But I'd like to give you a heads up. You said you're buying it as a gift, so I'm not sure if you're a hunter yourself... to purchase a firearm in Canada, you need a p.a.l (possesion aquisition licence). If you don't have this licence, you can't purchase a gun.

hard to find a rifle for that price now a days, and by rifle , are you looking for a 22 or a high power?maybe your best bet would be to try a gun shop that sells used guns, you may be able to find something there , and the staff would be more than help full, also in Canada you need a p.a.l.to purchase a firearm good luck

You won't get one new for that price in Canada, I live not far from you in Thunder Bay. I just bought a savage 30-06 brand new for $550+ tax. Go to a used gun dealer, or maybe give a gift certificate.
