Paul uses that phrase in a couple of his later letters. During the time he wrote it, he was literally a prisoner in a Roman prison because of his faith in God. He was awaiting trial (and eventually execution) unless he renounced his Christian faith, which he refused to do.
Paul took his literal situation and turned it into a metaphor of the Christian life. We are to be so committed to serving God that we are held captive by that desire. In his letter to the Corinthians, Paul talked similarly when he wrote of being "addicted to good works". He also often refered to himself as a "slave of God".
All terms that speak of a deep committment to God.

its a way of saying you belong to God if you are talking about Pauls letters in the bible he was saying he was being held as a prisoner because of his refusal to deny God and Jesus.
