Just check to be sure when you buy the card that it can be used internationally, some gift cards are for US domestic use only and can only be used in the US. As long as it's an international card, it should be no problem to use, as most of the world accepts Visa atm, credit and debit cards and the currencies are easily converted.

There will be a huge service charge because the fund will be drawn out of a U.S. based account. That is on top of unfavorable exchange rate. You are better off sending a bank draft.
But can she use it? Yes, as long as it has the visa logo on it, the shop will take it. Be sure to ask the bank you are getting the gift card from that it would be used in Hong Kong. Often time, this sends a red flag and they will block the card. You need to make sure they know someone will use it in Hong Kong, not the U.S.

US$ are welcome in HK, but most places will convert as she uses it, and the exchange rate may vary...making it worth more, or less, than you placed on it. Some places will convert, and others won't.
