put simply (sighs at the post above) check out either the SHARP DVRW360H TOSHIBA RDXV47 PANASONIC DMREZ47VB or the more expensive PANASONIC DMREX95V. all these machines (which range in price from £150-£500) incorperate both VHS and DVD recorders in one unit so you can record from one to the other.

You can get DVD writers which will accept a signal from a VHS player through a scart lead and you can also buy DVD/VHS combo machines which do it all for you, but I believe that most pre-recorded VHS tapes (i.e. films) have copyright protection on them to prevent you from copying them. I am not aware that anyone has come up with a way to override this. If your DVDs are ones you recorded yourself, with a camera or off your TV, you should be able to copy them onto DVD.
