They get fleas from being outside or around another animal with fleas.
Easiest and cheapest....
one: keep the pet clean with flea shampoo,
two: avon skin so soft oil will repel fleas and ticks, use only a little as it is greasy -- under arms and behind ears, some on belly, back, tail
three: spray the yard with flea and tick killer
four: flea and tick collar

I'm afraid there is no way to prevent it without spending money, unless you're extremely, extremely, extremely lucky.
Fleas live in the environment i.e outside, and they are attracted in to your house by the presence of your dog. Fleas can actually sense body heat, vibration caused by movement and even the carbon dioxide in our breath - it's how they've evolved to be great at sensing a meal.
Learn how to check for the presence of fleas on your dog - get yourself a flea comb and run it through his hair, particularly round the groin, belly and armpit areas, getting close to the skin. Check the hair on the comb for flea dirts - little black specks that turn red when put on wet kitchen paper. These are flea poos, a sure sign that fleas are present.
You can check your dog regularly like this to see if/when he gets fleas - keeping animals indoors does not keep the safe from fleas because of course, fleas can come in houses easily. If you need to treat for fleas, please do not use any of the ridiculous stuff you can buy in stores - it doesn't work and so is a big waste of money. Get the stuff from vets like Frontline, Advantage or Revolution - it's more expensive but it actually worked.
Fleas cannot be killed or repelled by any form of bathing or any 'natural' stuff like cedar or garlic - they are much tougher than that.

They get fleas from being outside. Fleas are more prominent in different parts of the country. For example, here in Illinois they are rampant - but usually only from April through November. You need to get a flea preventive from your vet - those are the best as they usually combined with a heartworm medication. Its troubling that you dont want to spend money. Dogs are very expensive to maintain. Food, vets bills, meds, training etc... You cant just get by with a dog - they cost alot.

Fleas and ticks live among the grass and plants that are outside (yards, parks, etc) they wait until a dog comes by and they usually latch on to him (in the case of fleas they jump on him).
To prevent them, I personally use on my dog a product called Frontline Top Spot. You get it according to your dogs weight and apply it on the neck where he can't lick it off. You put it on once a month, it's very effective but it costs about 8 bucks.
Anyway it's worth every penny. Ticks and fleas cause many diseases to dogs and humans alike.

Dogs cost money- you should have thought of that before you got one! Flea collars work just fine, last 3 months( I buy mine at Wal Mart and have never had a problem until I let them get too old- as explained below!), and run about $5-8. An infestation will cost you far more (because you will want to get them out of your furniture, carpet, etc, and those treatments, as well as the ones for the dogs, add up...ran me about $50 just for the sprays and carpet stuff and shampoo). They can get them anywhere- mine got them at the vet (never had a problem for months, suddenly show up right after a vet visit- I can put the pieces together). My own fault for letting their protection lapse- would have been cheaper to buy the preventative than it was to clear it up. Learn from someone else's mistake!

They get them by being outside. you can use flea drops or flea collars but I suggest seeing a vet b/c they will be able to give you the best stuff. You can buy the over the counter flea stuff but honestly the vets is better.
