Don't do it! Kids NEED the socialization that they get from public school. They WILL suffer in life if they are deprived of this, and they'll have a distorted view of how things really are.

To the best of my knowledge, you don't need a teaching license to homeschool in any of the states, but you do need to check out your state laws on homeschooling.
As for a diploma, you have a few options:
1) homeschool her, and when she meets graduation requirements, print one out yourself. If she goes on to college or jobs you can print up transcripts of what she has accomplished and submit those (they rarely ask for an actualy diplomas, these nice certificates are really just wall decorations that symbolize the actual completion of study).
2) Register under an umbrella school or virtual school, and when she completes the course of study, she'll get a diploma
3) She can go for a GED, it's not always necessary for homeschoolers, though for some people it is just the easiest way. Some trade schools may ask for them. Most colleges accept homeschoolers these days based on their transcripts/portfolio that you would make for her and don't expect a diploma.

Every state is different, and while the HSLDA pages are a good starting point, you should NEVER depend on them alone, as they have historically had misinformation about more than one state.

As for the diploma, it will of course vary from state to state. In many states you can just provide her with your own diploma, or ask your covering agency if they provide them. If you are under strict homeschool guidelines in your state, ask whoever oversees homeschooling in your area.

I would recommend learning to spell "license" before you try to teach your daughter anything. It is not "liscense"...
