You contact her and ask if she would be interested in meeting for lunch, after work drinks, dinner. If she agrees, then you know that she does like you, or she wouldn't agree. If/ when you meet tell her that your feelings haven't changed, and would like to start dating, to see if things could work out for the both of you. If she agrees, then be yourself, and let it all work out. Don't push, she might just want to start out casual as friends, which is what you want. You have to be friends to become lovers.

Hi,
Be available to her to find the nice person in you and feel for you.
Dont press your need with her. She may be feeling very bad about what happened to her as well she may feel bad that she said no to you once. She may not want to get into a relation immediately, but she will definitely want the support and company of a loving heart. Ask her this..
'can i take you out sometime?'.
Express this much and see how she responds. If she says yes and you meet her, dont ask anything about the break-up of engagement. just leave it to her if she wants to tell. Dont probe also. Just leave her to talk if she wants. In between sometime during your time together, tell her that you never had any relation afterwards and you always thought of her as your love of life and for you her wish was more important. Nothing more, just that. Then try to talk about other things or ask about what her other activities are etc. And treat her very gently and without forcing anaything on her. She will think of you and how gentlemanly you are and start feeling for you, if she really wants to feel for you.
Take care.. All the best..
Merry Christmas and a Very Happy New Year to You..
