It depends on the web site. One composed strictly of HTML and CSS pages would probably be considered a set of documents rather than 'software'. To me, software implies logic, data flow, dynamic changes in presentation and behavior.

A web site that could be considered software would be constructed with one or more of the following:
- a significant amount of javascript (including Ajax)
- CGIs
- PHP
- Java JSPs, applets, servlets, portlets
- cocoon
- ActionScript Flash (including Lazlo)
- ASPs
- any of many other languages used to construct web sites (python, ruby on rails, etc.)

That depends on the website. Some are just data. Some include program code. The latter count as software.

no we cant , say that because website is built on software .but it is not a after upload it is not software .there are useing a coding in a website..

A website isn't really software but you can use some types of software to develop, create, maintain and display websites.
