i have a router (linksys WRT54G) and a laptop that has a (LAN-Express IEEE 802.11 PCI Adapter) my laptop connects but it remains at 11 Mbps speed and doesnt receive any packets...
pls help.....

I'm guessing it's an older laptop ... 11mbps is about the same speed as USB 1 ... you'll probably get closer to 7 or 8 mbps which is fine for most net surfing (other than big downloads) ... if your not getting ANY packets it's more a configuration setting with your network or firewall rather than your card

Your Router is 54 Mbps but your Laptop ( I pre-assume) is 802.11b so is only 11 Mbps. So its connecting at its max rate 11 Mbps.

As for the Packets sent/received issue, check if your Laptops Network card is getting a valid ip address. By Default all Wireless Routers would have a DHCP running and they would assign an IP Address to the Computers connected to them.

In you case you need to go to Start> Settings> Control Panel> Network Connections > Lan and right click and select properties and check if Automatically obtain IPADDRESS is checked.

Also make sure that Windows Firewall is disabled.
