Timbaland...Hahaha...Just fucksin wit ya...Though he is one of the top producers period.
I don't say eminem because he has a hard time staying relevant and not to mention, half of his beats sound like Dr.Dre throw aways. He jacks Dre's steez hard but has the same eminem sounding formula on all his beats...
I would say KANYE. I don't like kanye that much. but he's above average in production and above average lyrically. He is versatile in both and will be around for a while. He's not just a "hot" artist.
Diamond D is raw with it, but I'm thinking more on a larger scale.
I would say Havoc gets runner up for the best producer on the mic. This man cannot be emulated, he can go from gritty to spiffy in a second. He's one of my favorite producers. He makes the non-rhyming Prodigy of mobb deep sound good. He's blessed G-Unit with some beautiful beats. As far as rhyming, the man holds his own very well, and in the late 90's and early '00's, I think he was the stronger lyrical force of mobb deep. Listen to Murda Muzik and tell me that ***** didn't make the A+ rapper on there...

Eminem could be the best MC producing...but best producer on the mic has to be Kanye West..even though he's not the most lyrical MC out there...his production always helps...the only other producer that comes to mind is Black Milk...he's decent on the mic...hi-tek barely raps...so umm imma go with Kanye

Eminem is a good producer...but he is an MC that produces...your question is about producers on the mic.... so Im going to go with...Dr. Dre...to me, he is more of a producer on the mic...Kanye is good too...As far as Black Milk is concerned...he is a good beat maker, but not that hot on the mic...

I agree with Freddy Lord Finesse is dope on the mic and behind the boards, diamond hasn't come with anything dope behind the boards in 5 or 6 years
