The federal agency of the U.S. Department of Health and Human Services did not exist in the early 1900s. This is a modern governmental agency from the 1950s and onward formed by President Eisenhower. Before its formation there were fragmented governmental offices dealing with disease, hygiene, shelter, poverty, etc.
