ok its pretty simple
1st go to draynor & on the road to falador there will be ALOT of snow on the ground & u will see a little blue imp, talk to that imp & he will tell u 2 make a snowman. so pick up HEAPS of snow & then right click on the snow ball in ur inventory & click on 'build' & then u should start building a snow man .. keep on click on the snowman that u r building & eventually u will make a snowman & then go talk to the imp again & get a mask off him & then use that mask on the snowman & the snowman will come alive
talk to the snowman & he will say something about the land of snow & then he'll tell u to talk to the imp to find out more about it, then there should be an option to click on when your talking to the imp that will take u to the land of snow
once in the land of snow, u can either talk to the ice queen (she is in a tent in the area, its easy to find, u just have to walk to the edge & u'll find it), or u can create more snowmen & talk to the imp to get a weapon off it & the give that weapon to the snowman & your snowman will attack other peoples snowmen
after u talk to the ice queen, u will get one of those little snow dome shaker things & when u shake it u get a full inventory of snow balls =)
i know this is alot of info, but i only did it today so its still fresh in my mind =) .. i hope this helps =)

under the recent events column
then scroll down to rectangle and click on WHERE TO START THE 2007 CHRISTMAS EVENT
then ur off

Eddy pretty much nailed it. I'll just add that when you shake the snowglobe you get to see inside it ( lumbridge snowing ). When you close that window you'll have full inventory of snowballs & there will be more snow on the ground. Also you can wield your snowballs & throw them at other players. If you throw them at one of the fighting snowmen it heals them.
