Yes you can. Magazines and newspapers accept articles from people across borders. Just contact the office and ask them. If they are taking up articles i n general from the public, send them your piece and wait for it to be selected for publishing.

you can write anything you want whenever you want. If you're asking can you sell to magazines -- look them up in writers market and see if your article conforms to their guidelines. if they only accept 'native' writers, it will tell you so in the guidelines.
writers write. they don't need permission or an excuse to do so.
